I hunt a few grounds in Washington Co, Dodge Co. All of them close Pheasant hunting at 2:00pm Kinda stinks but I have no idea of the reason.

This is why - the 2pm is used to plant birds without hunting pressure. Have you ever been there when they release birds on other properties. They fly off the truck and are shot five feet from said truck as they are unloading the birdies. Is that sporting? Myself I have not seen this but have heard many stories about it. I have even heard off the guy dropping them ask how many they want ( up to two) and ringing their neck right there at the truck.
Ive heard that it gives the bird some rest time from the constant pressure they receive. To me this makes sense because the first few weeks are packed with people. I work a 8-5 type of job and am luck to get a few weekdays off a year to get out during the week. Im always amazed about the amount of people there on M-F. With that said I really dislike the 2 closure. I think it keeps a lot of guys that work out of the field and enables someone who is retired or work different shifts the ability to maximize these put and take areas. I dont blame them I would too if I could.
