can anyone tell me if it is illegal to drive with water in your livewell??

It is illegal due to new VHS(?) regs- page 67 of Illinois fishing regs at IDNR website. Same goes for Wisconsin...

I dont see anything illegal about it, unless you are going from one lake to another, and the first one may have zebra mussels in it and the second one doesnt.
