For kicks, I did a search on AirBNB. Eagle River, WI has 27 listings for the end of the month availability for 2 adults and 2 kids. Mercer has 71 listings, Hayward has 36. Just as a few examples. I stayed at an AirBNB once (not a fishing trip, just general travels) and it was a pretty good experience. Cursory glances through the listings look like there are options right on the water.

I haven't been there for a while but Boyd's Mason Lake Inn near Fifield is family friendly. They have a play area and a nice swimming beach. And the food and fishing is phenomenal too.
I have never stayed at Woodlands on Plum Lake near Sayner but they have a playground and a very nice looking sandy beach.
My wife and I were just up on Plum Lake last week and stayed at an AirBnB. We looked into resorts on the lake but most were booked. It was our first time for AirBnB and we walked away from the experience very impressed.
It really comes down to what you expect from the experience. American plan resorts will provide just about everything. But it comes at a price. Good luck.
