Crestliner 14 ft. Angler Rod Storage

Hello, Before posting a more general question about mounting rod storage in a rod locker, this question goes out to anyone with a ~2000 Crestliner Angler tiller. I am trying to come up with a mounting technique for a 3 pole rod rack in the existing rod locker in my 2000 Angler. With the left handed reels, the rods need to be mounted on the outside (hull) side. Without having to drill through the hull (which I would not prefer), I am trying to mount the plastic Attwood 3 rod rack. Does anyone have a method? There is limited space to attach some sort of bracket along the hull side inside the rod locker, as the rack plus the reels take up most of that "width" of the locker. Any thoughts are appreciated. Thanks. PM's are fine as well.I can send photos if necessary. I drilling is my only option, what works for sealing the drill holes...just pop rivets?

Possibly two sided auto trim tape.
