Chamoose, I know what your talking about. Had similar experiences here in the flatlands southwest of Chitcago in a 2000 acre forest preserve until the county decided to do a cull with baiting, net traps and stun guns. That turned out to be 600 deer over two years, with annual culls taking place since than. If you see a buck now you put it in your diary. The good news is that the understory has grown back... wow!

Law enforcement does the herd control here.  They don't shoot that many.   In winter I frequent the 2 tower sites and the blood spots are usually around three or four.   Last year in feb.  I came across a group of 23 40yds from one of the towers.  I spend a ton of time in this park living close to it.  Its like my little yellowstone.  Hunting here would not be like in the wild.  I constantly get in close to huge mature whitetails here. What is fun is rattling and calling in deer like how it should be and seeing how they respond.  There have been a few times over the years where it has got out of control in situations and have been really close to being run down by truely huge bucks rut crazed tending hot does and running off smaller bucks.   During the rut when I am not bowhunting I go here calling and it is awesome.  I have witnessed everything a whitetail does.  Vocals, fighting, chasing, rubbing, scraping...etc.  Its amazing to be 10yds from Boone and crocket bucks watching them do their thing.  I learn a ton from watching them.  140 inch bucks don't even get me jacked up anymore here.  Its crazy the difference of feeling you get watching here and hunting them with a bow outside the park.  Still I learn their habits and apply it to my hunting knowledge.

here is a web site that explains the herd control in whitnall park. sharpshooters with muzzle suppressors keeps the herd in check. no hunting. when they first where coming up with the plan to kill the deer in whitnal park. they where thinking of setting up a special bow hunt but didn't want to look bad if some how a deer ran and died in to some ones yard. so, they went with the sharp shooters. i heard they only can take head shots. so the deer can't run at all.

There will be no herd control hunt, just sharp shooters.  They have been doing this each winter since 96 or so.
