For vessels between 16ft and 26ft: Visual Distress Signal: One orange distress flag and one electric distress light, or three hand-held or floating orange smoke signals and one electric distress light, or three combination (day/night) red flares: hand-held, meteor or parachute type. If you want to do some good ready to be sure of what is required go here Also remember Lake Winnebago is also considered Federal Waters and requires everything listed as well.

you don't necessarily need a flare gun but you need a night time and daytime visual distress signal. green bay is part of the great lakes and thats federally patrolled waters. got to the us coast guard web page and you can find all the details there.
