youth's under age 12 cannot operate any ATV over 90cc here in WI. The youth ATV's sized 90 are actually 82 or 83 or even 87 cc's, so technically under 90cc's and they are fine as long with an adult alongside. Now, no youth can operate 90cc or greater by themselves even if age 12-16 UNLESS pass ATV safety class and by no means operate 90cc or greater ATV under 12. That being said, I have seen and do it myself allow my then 8 year old, now 10, operate our 330cc ATV with me or the misses on back rack with no problems. Been doing it 2 years now and every once in awhile have to tell him to slow down, but then again, it is only a 330cc machine not a 500cc on up more crazy speeding ATV. I think the parents should be in control of their own child and allow him/her if they feel they are ready to drive bigger ATV's. My then 6 year old when he got his 90cc ATV rode and handled his smaller youth ATV just fine after a few times out and drives better than 99% of the other a-holes on the trails we see. One guy asked me at the time how old he was and I said 7. He was impressed he could keep up just fine going 25 mph with the much bigger, more powerful adult ATV's. Jackson County trails in black river falls were very good this past weekend with very little mudding needed (only 1 mud hole could not avoid) and a little dusty as usual. Bugs are not bad yet either and trails were not at all busy which was nice.
