I live right by the Root River and let me tell ya, it's really hit or miss (mostly miss). Occasionally in early summer, you can really slam the Pike, but I have only caught a handful of other fish. If you go closer to the river mouth, you will catch more bass, more inland for the Pike. My best luck with pike is between 38 and hwy V, however hwy V gets a lot of pollution which can throw off the ecosystem and is just an eyesore. I have recently tried for cats but have not had any luck, please let me know if you know of any spots. I have also been thinking of trying for walleye and perch in the Milwaukee area but don't know where they'd be, besides Lake Michigan.

I had to switch over to the Beatle spin after my one and only rooster tail snagged and I couldn't get to it.
I did get one small bass on the rooster tail as well.
You could definitely canoe or kayak it, water was fairly clear as well.
I was on the river in the Caledonia area on 38.
Upper area towards the freeway, or down by 38? I was thinking it may be passable with the kayak yet? Usually too low to consider in late July.
