Haven't fished there for over 15 years.....but remember catching great crappie and/or bluegill dinners, every day for a week, on black or white 16th oz twister jigs or beetle spins.......never needed to catch any 'eyes', although we did catch them.... :)
It's a good lake, have not fished it for years. Caught numbers but I would not say big ones.

My son and I fished Otter Lake yesterday. We went out about 8:30am. We fished until about 10:30am. After trying several locations on the lake we finally got a few crappies. We left with enough for a meal but had to real work for them. The lake was really green and the rain from Saturday may have affected the fishing. Was nice to be out fishing. Fished Fri, Sat & Sun mornings. Catching was tough Fri & Sat until we found the "pattern". Heard that the pannies were done spawning; right before the cold front. No way!!! Every female blue gill & crappie I cleaned was full of hard eggs. I hope we didn't lose the year class with that serious cold front. Hopefully this heat should move things along. Water temps ranged from 71.5 - 77.6 depending on where, and wind.
We did not see any beds (I was impressed with the clarity, seemed clearer than norm).
Wind was too strong for a good drift bite, wished I had brought my wind sock. Lots of people fishing and boat & rec traffic was heavy after 10:30 ish. Of course, the penis bass boats were going strong too.
Almost all of the Blue Gills were keepers 8"+ (1 was 9.5"), the few crappies were about 9.5". Kept about 30 all weekend between 2 of us. Got a few walleyes, no keepers; either short 13" + or long 23" (2x). LM were all short.
Pannies were all deep, not on shorelines. 8' down in 11-14' water. Although one of the big Walleyes was in 3' of water at 10 am.
Nighty chunks & leeches caught the most, but Mini Mites got a few too. Nothing on cranks or spinners in my boat.

We didn't spend a ton of time fishing, but found exactly what you stated. Some bass were up in the shallows. Found some blugills out deeper in 4-8 feet of water. Found a few crappies in the deeper water around wood just jigging with plastic.
Water temp was 59-63 depending on where you went this afternoon. Observed multiple bass on beds. Bluegills were congregating close to shallows in 4 feet of water near the first edges of weed beds. Crappies were still out just a little in 6-9 feet usually suspended. Jig and smallest minnow in the bucket under a bobber produced lots of crappies especially when reeled very slowly.
