The launches are indeed buried.  Just that the height of the water has been changing on the Oconto river boat launch by up to 18" a day based on the wind direction.

But you either get your feet wet, or wear your rubber boots to launch.  Just because it is dry when you launch doesn't mean it will be when you pull your boat out.

I'm currently viewing maany people using the Breakwater Park launch on the Oconto launch cam. The launches are not buried.  The water is up but very manageable.

Launches are buried but if you aren't afraid to get wet you can get out.

Are you able to launch at boat here or is the water too high?

Was out on Sat. from 5 am till noon looking to get some Eye's and perch and only got 6 keeper perch no eye's. Landing sucked if you go bring kneehigh boot's. Water is high I never seen it this high.

Found some fish shallow in 4-6fow pulling harnesses over the weeds.  Took fish on all colors but something with purple in it seemed to do the best.  Needed to be constantly checking baits for weeds or other small fish that would be hanging on.  Lots of Perch and White Perch nipping at the crawlers.  Caught a couple on small cranks but they got weeded up very quickly.  Quite a few under sized Walleyes as well.

Saturday-Monday (3 days out of Oconto). Saturday there was a strong western wind keeping me closer to the breakwater/river. A few Walleye are still in the river and close to the Oconto River mouth. I also caught many either white bass or white perch not sure which they are but there are lots of them.

Sunday the Bay was calm and I could cover a lot more water. Found some Walleye out on the Oconto Shoal. Crawler harness 8-12 foot.

Monday there was a strong NE wind and weather moving in kept many boats off the lake and me stuck fishing in The breakwater harbor again. Mixed bag in the river.

It would definitely be worth those fish.

There's still the possibility of snags but worth the risk
