Winter tributary steelhead

OK. I've fished for browns and steelies numerous times in the Winter and have had decent to great success using spawn sacs and small tube jigs tipped with waxies. I've also fly-fished for them and had moderate success. The question I have is has anyone tried using inline spinners or small plugs/cranks to catch them when the water temp is well below 40 degrees? I've always wanted to try this, and have never seen anyone else do this. If anybody has tried this and had some success, I would love to hear about it. Thanks.

I like those sized Mepps as well - slow;  Kosh, what color cranks you like best?  Silver for clear water?  Firetiger or such for murkier?  What's your experience/thoughts on shiny blue?  Or red?  Thanks,  Mark

Mepps #3 to #5 can work in 40ish degree water. Retrieve slow.
