Best Manual Downriggers

Wasn't really looking for a downrigger, but came across a Rivera, that aside from being a little dirty from sitting around, looks to be hardly used. and for a real good price. Don't know what a clutch or brake system looks like on a downrigger, but as far as I can tell, this one doesn't have one. Was wondering if that is something that can be added on, or or has anyone made their own system. There isn't any model number labeled on it for reference. Also the boom is 45'' long. Is that a bit excessive for a 16.5' boat. Looks like I could cut it down easy enough. What would be an ideal length to make it. Thanks for any input.
I fish from a 16', tiller control boat mostly on Lake Superior. I've been fishing with a pair of manual Scotty downriggers all this time with no trouble. I would have no problem recommending them to you. 
I haven't run Penn, but have run Walker, Big Jon, and Cannon manuals/electrics. You WILL NOT BEAT a manual RIVIERA PERIOD! If you can find a cuople used BUY EM! You can get them new. I have Walker electrics and would go back to Riveras in a heart baet! Stay away from the plastic spool modles! Next best chice would be Cannon Uni trolls with the 2-5' boom or the older models with the stainless booms.....
I have switch over to the Penn Fathommaster. I used to use Big Jon but a friend has Penns and i really started liking them while fishing in his boat. They have a clutch for letting down and it can be set to slip if you snag bottom or commercial nets. They also have a bit more machanical advantage (than the Big Jons) so bringing balls up is easier. I now have four Penns on my boat. If your interested, I have my Big Jons, a spare set of Penns and a pair of Rivieras I'm willing to sale. PM me if your interested.
I would suggest you look at some long arm RIVIERA riggers, they are bullet proof, have counters, stops, and swivels built in that cost you close to $75. on other brands, and if you search for them can prob get the whole riggers around $75-100.usually have rod holders built in also... which adds another $50. +..on other brands.Plus most you see will have about 48 in. boom.They are ideal for all levels of use. I had a set for over 20 yrs, and miss them since going all electric....good fishing
