I am a novice flyfisher. I have been using my 9' 8wt rod/reel for bluegill in nearby park. I really have to choose my spots carefully to avoid overhead and behind obstructions. Are there shorter fly rods for me to consider when targeting panfish?

I would go 3 weight. Sage Dart would be nice setup if you want to make an investment in a great Driftless Trout Rod that would also catch you some gills. You will also need a different line for a short rod, so a Rio Creek Line has shorter head and would pair well.
Here is a more cost appropriate Echo rod though for a dedicated bluegill pond fishing.
3wt is 7'6"
You will do better with a 4wt rod and 4 or 5wt line. You can get a shorter rod also, but practicing a roll cast will help you avoid lots of aggravation with the back cast....
