Help-Lower unit installation-1996 Mercury 25

I've tried reinstalling this lower unit time after time according to the Selco manual directions. What's the trick? It seems I cannot get the lower unit into forward gear by pulling up on the shift shaft.

Selco states to have both the shift(throttle) in forward and the lower unit in forward.

I've tried it when both are in neutral and both are in reverse but cannot get it to shift properly.

How do I get the lower unit into forward gear?

there is a small washer on top of shift rod. if not on unit will not shift right.washer sits on top of pinched area of rod. they like to fall off when installing lower unit. Smile
