East Bay is MI waters, he'd need a MI permit. Or did you mean West Bay? Although there is talk again of moving East bay back to Boundary Waters.
Gonefishing, you might have more success on musky if you didn't limit yourself to just Mamie. Big lake has been the most productive lake that I'm aware of recently but East Bay is also a good lake to work this time of year. Suckers have also produced the last couple of weeks on Big Lake too. Eyes are just starting to get more active. Edge of the weeds on deep shorelines during early am or towards evening has been the most productive for me. Expect a ton of throw backs.

Another slow weekend of fishing west bay. Next time up, I’m planning on jumping to the Michigan side of the chain. Got between 10-12” of ice everywhere on west bay with 3-6” of snow cover. Travel by ATV is easy, my fishing tip is to target the deepest weed beds you can find. Back up in a couple of weeks...sure made a difference when the winds shifted out of the SW, seeemed like it blew the arctic stuff out of here. Nice day on the lake anyway...
