History & Status of the Fishery
Boulder Lake is a 3,882 acre reservoir located 12 miles north of Duluth, MN off County #4. Boulder Lake has a developed, state administered, public access located near the dam on the west tip of the north basin. Maximum depth is 18 feet with 85% of the lake shallower than 15 feet. Boulder Lake is operated as a water storage reservoir by Minnesota Power and is subject to water level manipulation. Shoreline development on the lake is very limited. The primary management species is walleye and the secondary management species is yellow perch. Walleye abundance of 10.0 per gillnet lift was average compared to other Minnesota lakes of similar type. Mean length of walleye was 11.8 inches. Growth was slow, with length at age four of 13.1 inches. Ten year-classes of walleye were represented from 1991 through 2001, with a strong 1999 year-class (38% of the fish). Yellow perch abundance of 7.1 per gillnet lift was average compared to other Minnesota lakes of similar type. Mean length of yellow perch was 8.0 inches. Northern pike abundance of 1.5 per gillnet lift was below average compared to other Minnesota lakes of similar type. Mean length of northern pike was 21.3 inches. Growth was average, with length at age four of 21.8 inches. Five year-classes were represented form 1996 through 2000. Black crappie abundance of 0.3 per trapnet was average compared to other Minnesota lakes of similar type. Due to sample size, growth was not evaluated. Only older fish were captured, with year-classes 1996 through 1998 represented. However, smaller crappies were observed by the field crew while electrofishing for walleyes in the fall and one 6.9 inch crappie was captured in gillnets during the summer assessment. The most abundant fish in Boulder Lake was black bullhead. With 149.8 black bullhead per gillnet lift, their numbers are above average compared to other Minnesota lakes of similar type. Mean length of black bullhead was 9.0 inches. A commercial fisherman was issued a permit to remove bullheads from Boulder Lake in 2002-2003. Boulder lake young-of-year (YOY) walleye were sampled by night electrofishing. A total of 171 YOY and 32 yearling walleye were captured during the assessment. YOY walleye abundance was 124.6 per hour of electrofishing, which was up from 1997 (43.9). Mean length of YOY walleye was 4.9 inches, with lengths ranging from 3.5 to 6.7 inches. Yearling walleye abundance was 23.3 per hour of electrofishing, which was also up from 1997 (4.6). Mean length of these fish was 9.0 inches. Walleye currently provide the best angling opportunity in Boulder Lake. Fish are generally on the small side, but the strong 1999 year-class should provide larger fish in a few years. Other fish sampled included white sucker, pumpkinseed sunfish, and rock bass.
