it may have been signed but still has to go through three committees and the rules for 2015/2016 remain unchanged....so no.

called the info line at DNR this morning.... 1-888-936-7463

Don't expect the Government to do anything fast. They will also waste a bunch of taxpayers money on the ride also. Then, they will want you to look up to them like Rock Stars when and if it finally goes into effect.

I emailed the DNR and asked if they thought the rule would go into effect this year, below was the response:

Thanks for the question. At this point, it is my belief that, even if approved by the Governor this winter (i.e., tomorrow), the proposed changes to the trolling rules would not be in effect in 2015. If approved (which seems unlikely at this time because we are 6-7 months beyond the normal process), the proposal would still require Legislative review, which would put the effective date into December 2015 or January 2016. So, even if approved, it would more than likely not be in effect in time for any of the 2015 season.
