Bullet worm sinker swivel 2.3 foot fluoro leader to a Phelps floater and a leech.  Might want to try some of the new floating plastics on it too.

I fished a lot of green weeds late in the fall, and what we did was put a slip bobber knot on our lines, and set it once we located deep green weeds, now we had a pretty good idea of how to keep our lures in the zone without dragging up too many weeds

It drives me nuts too. I switched to a dropshot rig also. Bell sinkers get gobs of stuff  so I use slinky sinkers or a chain of small split shot for weight. Nothing worse than getting fouled with weeds every time you touch some sandgrass.

Drop shot 1- 4 feet above bottom.  Closer for walleye, farther for bass.  Can drop shot small plastics or any live bait.

I use a slip bobber to keep my jig just above the weeds

Than ease it down so it doesn't plow through, you may feel a little drag of grass but should release just fine. For me it is all what I feel. It should work, these areas of sand grass will vary in size sometime try the very edge instead of the tops.

Thanks ice belt

I am using a 1/16 oz jig, I don't think I can go lighter in the boat with the wind .

Use a lighter jig drop it down so it lays on top of weed mat. Now reel down  until pole tip touches the water pick up tip it should not be fouled, how far your tip is above the water is how far you are above mat. Now vertical jig all you want.
