Has anyone tried using a circle hook on spoons or plugs?

absolutely, a circle hook is for certain situations and on a lure that is struck by the fish is NOT one of them. For bait... yes. The reasons were very well stated earlier. ChuckC

What are you looking to accomplish by doing so?

I've always thought of a circle hook as a live bait rig hook so the fish doesn't swallow the bait and get hooked in the gullet. With a circle hook you should never "set the hook" just simply start reeling and I think trolling speeds you may just pull the hook right out of their mouths.
