Replacing steering cable

Steering broke last Friday and was lucky enough to find someone to fix the problem. The steering got increasingly worse over the past couple of years and was told that it had gotten moisture into the cable housing causing it to rust and then causing the back steering mount to break. My question is, is it normal that one would have to pull the motor off the boat in order to mount the new cable?

i had to replace the steering cable on my sylvanwhen i went to pull it out of the motor it wouldnt clear the boat i removed the rubber boot on the side and filed away enough aluminum to be able to pull the cable out. after i put the new cable in i put the boot back it covered up where i filed the panel.definately better then pulling the motor.
I've never had to do this, but I could see there being some cases when you may have to remove the motor.
I would think that you would be able to get around it if you ran the cable through the tube before mounting the rack. That said, I've never had to do it so I'm not speaking from experience.
