02 is before the thermostat.   Most likely you do not have enough water pressure through a hose.  See it all the time with V6 engines.

I believe eyesman is on the right track...  Some motors tell tale stream is after the impeller but before the t-stats, this is why you get water right away and it always is cool, and others are after the t-stats so they don't open until around 135 or so, so the water will always feel warm.  I'm guessing yours is after the t-stats as it took a minute before the tell tale stream was visible.

I'd take her out on the water and see how she does.

I talked to my boat tech yesterday and he said a 175 does not have low water pickups. They are only on the 3 liter engines. Sorry for the missed info.

I have had that happen.. I have use a paper clip to stick in there but I have seen the guys at the boat shop use a tiny drill bit. Make sure to check if it has low water pickups. If so you need to put duck tape on them before running it on muffs.  I am not sure if that lower unit has them of not.

I cannot speak directly to the 175.  My 225 pee's a good stream all the time.  My buddy did have a 150, that seemed to have a weak stream all the time.  I know some guys have used a bottom bouncer to clean out the hole, but that always makes me nervous.  I now keep a 2' long piece of trimmer string in the boat to clean it out.  In my mind less of a chance of pushing a wire through the side of the hose.

make sure it's not semi-clogged? maybe a bug crawled up in there, try gently cleaning it out , or hold finger over it to build up a little pressure?

The motor may be thermostat controlled for the water temp. If so it will only run a solid stream when the motor is at operating temp.
