1994 Merc 40 hp problem

The motor has four cylinders but only two are firing. Put in new plug and fuel filter. No change. Pulled the plugs again and had two wet ones and two with soot from running. Can I assume it's the plug coil on the wet ones or what should I be doing? Lund

The second you turn off the key or hit the stop button , you are removing electricity from the spark plugs. Yet, the crankshaft is going to still spin a small amount because at least one cylinder has fired, therefore drawing fuel into other cylinder(s). So when you pull plugs, you are going to see wet ones and dry ones. What does the engine do you you start it up??
