walleye running under ice?

I guess it depends on what you define as "the run". Walleyes will actually spawn when conditions are right, as we know. There are a number of other factors that cause them to move this time of year depending on what type of system you are fishing.
Can you catch fish that are part of the run when there is still ice on the river, or wherever you are fishing? Absolutely. If you can get on safe ice, on a system that is open to game fishing now, you can catch fish. If you can get a casting line into open water, on a system that is open to game fishing now, you can catch fish. Ice, water temp, sun, rain, wind, etc. has no more or less bearing on catching "running" eyes right now than it does any other day of the year.
