Strong west winds

Whith the stronger west winds how far can you go out until it gets to rough? Tomorrow hey are calling for 5 to 15 mph west winds will it be safe to go out to 100-110 feet of water with a 17 foot boat?

Out of Kewaunee today We were out less than two miles and the wind was bad enough to kick up quite a chop that became a good sized swell after less than an hour. Like Pike guy said, it was a wet ride back.
