Its unfortunate you feel that way and already have a preconceived idea about Hmong people. I see many other people who as you put it, "keep everything" too. Yes, small crappies and other fish should be released, but if the fish has no size minimum, its within their right to keep the fish. If they are keeping fish that aren't legal size, its as easy as telling them its too small. Its about educating so that everyone can enjoy the lakes and rivers. Avoid threats and scare tactics and just tell them its not allowed. Remember if they are older they might not know english, so just be patient. If they dont listen, and just disregard the rules then you are right by calling the proper authorities.

As for a report, fished below the dam this morning, really slow a few small crappies and 1 nice walleye. All released.

-be safe, courteous and tight lines everyone!

Snapping turtles that size and and bigger are common. I believe the word you were looking for is Hmongs and yes they seem to have no regard for the regulations. Next time you see them violating call the DNR hotline right away.

If you want some action I would try above the dam. They are catching lots of cat fish. It gets comical watching how some guys catch them. I get a laugh every time I go down there.

You must be reading the total daily bag limit of 25. That is different than the daily bag limit. which for beaver dam is 10.

The daily bag limit is the maximum number of fish that an angler may possess or reduce to his/her possession from a specified waterbody or a portion of a waterbody in one day. The total daily bag limit is the maximum number of fish that an angler may reduce to his/her possession in one day from all waters or portions of waters fished for that day. An angler may combine the catch of a particular species from multiple waters until the total daily bag limit is reached as long as the daily bag limit for each body of water is never exceeded. Be aware that while on the water you may not possess more than the daily limit for that body of water. For example, an angler catches a daily limit of walleye from a 3-bag limit lake. The angler can not then fish another lake with a 2 walleye limit while still possessing the 3 walleye from the previous lake.

This is directly out of the regs, so you can not possess 25 while fishing beaver dam lake and river. The only place a daily limit is 25 is Mississippi river and Winnebago system.

General inland waters the daily limit for the whiskered wonder is 10. There are no special regulations for Beaver Dam Lake (or river) allowing 25. I've been fishing cats for almost 50 years - and I don't believe in all that time the regulation has changed. However, BDL could use a 15-20 daily bag limit on cats as I believe there are just way too many of them in there. "Catnround" - What's in a name? Everything.

The daily bag limit on catfish is 10 state wide unless posted otherwise so yes the lake and river are 10 fish per person per day. The only way the river would be more is if its posted by the DNR so I wouldnt be keeping more than 10 if I were you unless there is signs saying that the bag limit is 25.

edit: I found the PDF DNR regs. 10 catfish is what is listed. But this is why I questioned it: http://dnr.wi.gov/topic/fishing/regulations/dailybag.html
